Hong Kong implements a  strategy for stray animals through Trap-Neuter-Return (TNR) , primarily targeting stray cats and dogs. This policy aims to reduce the number of homeless animals while improving their welfare and minimizing public health risks.

  • Trap: Stray animals are humanely captured using baited cages.
  • Neuter: Captured animals are sterilized by licensed veterinarians, vaccinated against rabies and diseases, and often ear-tipped 
  • Return: Healthy animals are returned to their original habitats after recovery
